Why would an Orc bed a Dwarf? Well we prefer not to think of that.
So far it seems that there are no written rules for Half-Races such as Half-Elves or Half-Orcs besides the vague mention of them in the playable races list, and them not having any traits or gifts.
So here is my hastily thrown together and probably imbalanced solution.
Half-breeds pick their primary race and their secondary race. Order is important. (Half-Elf/Human and Half Human/Orc will be our examples)
A Half-Breed gets:
A Half-Elf/Human will have +1 Reflex and Resolve, 5hp, Live as long as a human, and possess Elven Strengths and Weaknesses. The Half-Elf/Human may pick 'Gifts of the Sun: Elven Precision' as one of their gifts, and 'Gifts of the World: Huntsman' as their other gift. The Half-Elf/Human must pick a limitation from each race, and so they pick 'Untrained Magic' from the elven side, and 'Frail Body' from the human side.
A Half-Human/Orc will have +2 to any trait, 5hp, Live as long as a human, and possess human strengths and weaknesses. The Half-Human/Orc may pick 'Gifts of the World: Call of the warrior' as one of their gifts, and 'Gifts of the Earth: Bred for Battle' as their other gift. The Half-Human/Orc must pick a limitation from each race, so they pick 'Unmagicked' from the human side, and 'You're no orc' from the Orc side.
There are probably better ways, but this is at least a crazy smash-up of races that allows for Half-Breeds to be a viable character option and gain the same or similar benefits to full races at the cost of having Limitations from BOTH races. Other alternatives to this include gaining weaknesses from BOTH races (Humans, having NO mandatory weaknesses, make the best primary race as they will never get the mandatory weaknesses of their secondary race if the above format is used), Taking the lesser HP of both races (An Orc/Fae (horrible combination) will have 3hp instead of 7hp).
A second and potentially more viable solution is to add a new race option. "Half-Human". A "Half-Human" gets strengths and Weaknesses from one or both races of their parentage (Admin decision there), live as long as a human, have human hp, and gets to pick gifts and limitations from both races as per above (Two from human, or one from human one from other for gifts, and one from each for limitations), but they are restricted to Human hybrids as listed on the Playable Races page.

A Half-Breed gets:
- Base HP of their Primary Race
- Base Strengths and Weaknesses of their Primary Race
- Lifespan of their Shortest-lived parent race.
- Racial Trait boosts of their Primary Race
- Two Gifts from their Primary Race (OR) One gift from their primary race and One gift from their secondary race
- One Limitation of their Primary Race AND One Limitation of their Secondary Race
- Lycans, Vampires, Demons, Elementals, Tieflings, Aasimar, Amaniel, and Fey'ri are not valid for half-breeds.
