Rusalkan Decree of Laws & Rusalkan Ethics
We as Rusalka, are the keepers of Valesk's waters. We guard every living thing within it's depths, and have since the first cries of the whales below the seas.
Our laws are sacred, and are to be upheld throughout time and tide and even those that venture into our waters are subject to our laws as well as our judgment.
~ Laws ~
First and foremost, the wellness and safety of the Rusalkan people and waters are of top priority. These are to be protected as this is our first and most important law.
The punishment for harming a creature or living substance of the waters of Valesk is dire, but the punishment of a non-Rusalkan harming one of the kin, is death. Rusalkan harming other kin, will be dealt with through trial before the whole Synod and they will decide the punishment for such offenses.
Second, visitors to the waters must make themselves known to the Synod, and until they do, they are given trespasser status. Newcomers to the waters also fall under this law. Should they do anything against the people, the Synod, or the non-sentient inhabitants of the waters, their punishment shall be determined by the Synod after detainment.
The above are the two main laws of the Rusalkan people.
Accompanying these laws are a list of ethics. These ethics are to keep the people safe, as all Rusalka leaders and Synod hearby and protect these codes.
~ Ethics ~
1. The life of a Rusalkan Native is above all else.
2. Rusalkan voices will always be heard.
3. Rusalka are forever free to practice whatever religion or faith they see fit.
4. Rusalka are forever free to speak as they wish so long as it is not slander or lies against the Synod or another Rusalka.
5. The Rusalka will be protected, and the Synod will be responsible for keeping it's people safe.
6. The synod will never impose any type of imprisonment {Without proof of crime}, infringement of person or ownership, or restrictions upon the right to involve themselves in the Synod {Voting/speaking out}
7. The Synod will not make any laws or regulations without a consenting populous.
8. The Synod shall never allow land walkers to harm the waters, nor its inhabatants.
9. The Rusalkan people are given responsibility over the waters, they must treat all the world below the surf as they would their own property or family.
10. The Idani, our Monarch, shall never pass judgment on a crime without Synod as council and jury.
These codes shall stand now and unto the end of the tides' pull.

Though land walkers may not see the Rusalkan rights as valid for their harshness, they shall be upheld. If a right is questioned, it can be brought to the Synod and Idani for clarification and validity.

Anything below the waters belong to the Rusalka. This means if it falls below the waves, it belongs to the Rusalka as well.
2. The Right of Clean Waters:
The waters are our home and must be treated as such. Land walkers desecrating our home with their foul waste will not be tolerated.
3. The Right of Proper Nourishment:
Rusalka shall always be cared for and protected. This means they shall always be properly fed and supplied. Should anyone, land walker or otherwise, over fish or scavange our waters, their actions shall have dire consequences.

As the waters belong to us, the Rusalkan people have a right to homage from the land walkers who use our waters for fishing, scavanging, and sailing. Should we be given enough, perhaps even protection might be offered upon their souls should one find themselves lost among the rivers and caves below the island.

Should a law or right be broken, or any Rusalkan harmed, the Idani has first claim to revenge the people's injury. Rusalkan as a whole have this right, but must first seek permission from the Synod as they must see to it the claim is valid and not just a fit of rage the Rusalka has found themselves in.
