I think this is a fluid, malleable thing. As much IC (obviously) conflict as your character would wish to and be able to incite really is the easiest answer? We have Storyweavers to help the sim along with random acts and major ones both (though not all conflict specific) so things hopefully don't stagnate and people keep inspiration during the long haul. But we love player driven story and a good writer understands there is little true story without conflict of some sort. As far as how dark? So long as the sim rules are followed, then I don't think there is a point that is too dark. By lore, this sim is supposed to harbour darkness and dark creatures that plague its inhabitants, so have at.
"What kind of atmosphere do sim owners want in the long run? Is the idea good vs evil, island vs the unknown, etc? (without lore spoiling)."
Hopefully once the new website is live, it will give you a better idea on this. This history was finished (the current site ate the last five years lol) and races are rebalanced.

I didn't join the Admin until beta reached its end, so I can only answer from what I saw on the sim whilst I played. But I saw a good deal of conflict, most interpersonal between characters or clusters of them, some Storyweaver driven (there were some murders and a cult summoned ugly creature I do believe). I'm not really sure if any was group driven yet. I think people were more feeling things out.

All of the above. In a perfect sim, we'd see these all take place to varying degrees.
"Is the Aberwyth going to work in unison or is one part good, and one neutral/bad? "
I think the idea here is that while unified in theory, and in application to some degree, there is a division all the same. Lower Aberwyth is more seedy and underground (I don't mean literally though it has that too) and the malcontents, so to speak, congregate there.
"If someone breaks the law, is there any place they can go, other than take the punishment or hide in race base/personal house? Do sim owners want there to be a criminal town for major conflict between towns?"
That's a good question and one I'm not sure of. I'll bring it up though.
